The New York City Department of Youth and Community Development (DYCD) invests in of community-based organizations and programs to alleviate the effects of poverty and to opportunities for New Yorkers and communities to flourish. Under the direct supervision of the Senior Director for Community Development & Grants Management, with wide latitude for independent judgment and initiative, the Senior Analyst will support the planning, analysis, monitoring, and reporting of a revenue-funded portfolio of community development programs and activities. The position will perform analytical, technical, and coordinating work to support program operations, budget planning, revenue claiming, funding compliance, and management decision-making. Duties include, but are not limited to: - Plans, prepares, and maintains spending plans for assigned revenue-funded community development programs, including budget modifications, financial plan changes, monthly variance reports, and other portfolio monitoring tools. - Analyzes program and administrative spending by collecting, reviewing, and reconciling budget, contract, payment, expense, and revenue data to provide management with documentation needed for funding decisions, long-range planning, and surplus/needs analysis. - Prepares evaluation reports, analytical summaries, briefing materials, and other written documentation regarding portfolio spending, revenue status, budget issues, variances, discrepancies, and recommended corrective actions. - Provides technical assistance to program and fiscal staff by interpreting applicable policies, procedures, funding requirements, and claiming processes related to assigned State, Federal, City, and intra-city revenue sources. - Coordinates with DYCD divisions, including Information Technology, Accounts Payable, ACCO, program areas, and fiscal units, to review and secure contract, task order, payment, budget, and revenue information needed to support portfolio operations. - Prepares and submits financial reports, claims, revenue invoices, cash receipts, and other required revenue documents for assigned grants and funding sources, including but not limited to the Community Services Block Grant, Community Development Block Grant, Runaway and Homeless Youth grants, Youth Development Program grants, and intra-city claims. - Prepares annual and periodic financial documentation to support revenue spending plans, grant applications, claims, and analyses submitted to oversight agencies, including the New York State Department of State, New York State Office of Children and Family Services, New York State Department of Labor, NYC Office of Management and Budget, and other oversight entities. - Reviews and analyzes State, Federal, and City regulations, legislation, procedures, and guidance to support budget submissions, grant applications, claiming activities, and revenue management for assigned community services and literacy programs. - Makes recommendations on policies, procedures, tracking tools, and workflow improvements by analyzing current systems, identifying operational issues, and researching alternative methods to improve service delivery, fiscal monitoring, and the flow of work. - Acts as liaison with representatives of Federal, State, City, and intra-agency partners regarding grants management, reimbursement, vouchering, claiming, and other revenue-related matters. - Participates in and/or facilitates intra-agency and inter-agency meetings related to assigned community development programs, revenue issues, budget status, claims, and fiscal operations. - Performs other technical analyses, reports, reconciliations, and special projects related to the revenue-funded portfolio as requested by the supervisor and executive management. COMMUNITY COORDINATOR - 56058 1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or 2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
