About the role
The FRTIB is looking for a highly qualified and motivated individual to serve as a Human Resource Specialist (Classification). Special selection priority consideration will be given under the Career Transition Assistance program (CTAP) and the Interagency Career Transition Assistance Program (ICTAP) to well-qualified surplus or displaced candidates within the local commuting area. Specialized Experience: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-13) in the federal government. Specialized experience is defined as: a) Applying OPM classification standards, FES and narrative standards, and the Introduction to the Position Classification Standards (IPCS) to issue authoritative title, series, grade, and pay plan determinations for positions presenting novel factor-level application challenges, cross-occupational group series questions, or mixed pay system adjudications b) Resolving complex and ambiguous classification and position management issues - including disputed grade-level determinations, accretion-of-duties questions, and requests for reconsideration - by applying independent analytical judgment under 5 U.S.C. Chapter 51, 5 CFR Part 511, and applicable OPM classification standards to produce legally defensible determinations and position papers where classification precedent is absent or unsettled c) Analyzing organizational structures, reporting relationships, and position architectures arising from reorganizations, mission realignments, or workforce restructuring actions to render authoritative determinations on supervisory coverage under FES Factor 2, FLSA exemption status, and the classification implications of proposed organizational design changes prior to implementation d) Advising senior leadership, program executives, and human resources management officials on the classification and position management implications of proposed personnel actions, organizational changes, and workforce planning decisions to ensure technical compliance with 5 U.S.C. Chapter 51, 5 CFR Part 511, and applicable OPM classification standards before decisions are implemented or positions are established *Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
