About the role

Employment Term: 1 year contract (subjected to extension) Work Location: Changi Airport Responsible for coordinating Workplace Safety, Health and Environment activity for Changi Skytrain CARP Project. Job responsibility Site Safety - Conduct daily safety sweeps of track areas, station platforms, and maintenance depots to ensure zero risk to both workers and the public. - Enforce strict compliance with Permit-to-Work (PTW) protocols, ensuring specific authorization is cleared before teams enter active guide-ways - Monitor safety buffers and lockout/tagout (LOTO) protocols for high-voltage systems and live traction power rails. Risk Assessment & Hazard Mitigation - Participate in drafting and updating Risk Assessments (RA) and Safe Work Procedures (SWP) tailored to unique rail environment risks (e.g., working at heights on elevated tracks, confined spaces, and heavy crane lifts during non-revenue night windows). - Rectify immediate hazards on-site and report systemic structural or behavioral safety risks directly to the WSH Officer / Project Manager. - Monitor noise, dust, and vibration controls to ensure safety compliance during intensive track grinding, steel cutting, or concrete works. Training & Safety Culture - Lead daily toolbox meetings and coordinate localized safety orientations for subcontractors and specialized rail technicians. - Conduct mandatory safety inductions detailing specific rail-corridor hazards - Enforce the proper use, distribution, and logging of standard and specialized Personal Protective Equipment (PPE). Incident Management & Emergency Preparedness - Act as the immediate responder to all site incidents or near-misses; coordinate first-aid responses and secure the area for investigation. - Assist in investigating safety incidents, collecting on-site data/photos, and drafting corrective and preventive action (CAPA) plans. - Coordinate and run routine emergency response drills (e.g., track evacuation, electrical shock response) in collaboration with external emergency services and transit operators. Compliance & Documentation - Maintain accurate, up-to-date site safety logs, inspection records, and statutory forms required by local transportation and labor authorities. - Track and report WSH performance data and key metrics to project leadership weekly Job requirement - Education/Certification: Diploma in Electrical/Mech/Civil etc, - Certified Safety Coordinator qualification (e.g., WSQ Advanced Certificate in WSH / Level B, or equivalent). - Specialized certifications in Work at Height (WAH) Assessor highly preferred. - Experience: Minimum 3-4 years of safety experience on heavy rail transit projects (experience with live transit systems is a massive advantage). - Singapore's SHE Acts, Regulations, legislation, Sub-legislations, Regulations and Code of Practices. - Proven ability to consistently get results and achieve time-sensitive goals - Strong commitment to the job - Ability to flexibly adapt to change and challenges, ability to work calmly under pressure and exercise good judgment - Effective communication skills both verbally and in writing with multiple stakeholders including superiors, colleagues, contracted staff and individuals both inside and outside the organization. - Effective analytical and problem-solving skills. - Able to operate computer programs under Windows such as: MS Office
