In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: External Applicants: At least one (1) year of specialized experience at the next lower grade (GS-10) or equivalent. Specialized experience must include knowledge of a wide range of principles, concepts, and practices in applying analytical and evaluative methods and techniques in managing and administering the Prime BEEF Fire Emergency Services (FES) Readiness Compliance Program in support of an Air Force Reserve Command (AFRC) Numbered Air Force (NAF) and its subordinate Wings, Groups, and Prime BEEF FES units/functions. Knowledge of the Fire Protection field and related Federal, State, and regional FES policies, concepts, regulations, and laws including related legislative matters and legal precedents to provide technical advisory services to NAF leaders, managers, supervisors, and technical personnel; NAF Prime BEEF FES plans for mobility, deployment, contingency, readiness management and project management techniques. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the mission, organization, programs, and functions of the Air Force Reserve Command (AFRC)Numbered Air Force (NAF) to include wartime requirements. Knowledge of Air Force continuous process improvement methodology, tools, and techniques. Knowledge of safety, health, and security regulations. Knowledge of directives, methods, terminology and analytical techniques and procedures pertaining to NAF Fire Emergency Services (FES) program plans and operations to develop guidance for Fire Protection program implementation throughout the NAF. Knowledge of Prime BEEF FES procedures, methodology, techniques, and strategies pertaining to the overall management of Prime BEEF FES units throughout the NAF and affecting related Fire Protection programs. Knowledge of analytical techniques to measure the effectiveness, efficiency, and productivity of NAF Prime BEEF FES programs. Skills in applying analytical and evaluative techniques to the identification, consideration, and resolution of real or potential Fire Protection installation and facilities problems for program operations. Knowledge of a comprehensive range of FES principles, concepts, and practices concerning Fire Protection facilities and equipment operations with complicated technical requirements and varied functions requiring different operational procedures to inspect facility, evaluates use patterns, and identifies maintenance or restoration requirements; analyze facility and equipment requirements against FES needs. Knowledge of and ability to develop Prime BEEF FES career field training programs and conduct training and testing. Ability to communicate effectively, both orally and in writing; and maintain good order, discipline and working relations under both normal and high stress conditions associated with emergency situations. Knowledge of operating programs throughout the NAF in order to conduct studies, analyze findings, and make recommendations of substantive programs within area of assignment. Skill and ability to prepare project and staff reports and to deliver briefings to high level officials both civilian and military. OTHER SIGNIFICANT FACTS: This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air ForceReserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit trainingassemblies. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned someone-ART duties, generally not to exceed 30 percent of total responsibilities May be required to fly in commercial and/or military aircraft to perform temporary duty (TDY) assignments.
