Position Title: Digital Systems Capacity-Building Consultant Length of Engagement: Five months Level of Effort: Estimated 100% level of effort Location: Addis Ababa, Ethiopia Job Structure: Independent Contractor Must have a registered business license to operate as a consultant in Ethiopia, or be willing to get one before the contract is signed. Position Purpose As part of the digital transformation of Public Health Emergency Management (PHEM) in Ethiopia, the Ethiopian Public Health Institute (EPHI) has been implementing and scaling key digital systems, including the electronic Public Health Emergency Management (ePHEM) platform and DHIS2 platform. These systems support surveillance, alert management, outbreak response, reporting, and decision-making across national and subnational levels. Significant progress has been made in rolling out these systems to regional health bureaus and public health emergency management structures. To ensure sustainable scale-up and consistent capacity development, EPHI seeks to engage two consultants to strengthen and standardize capacity-building materials, improve training quality, and support ongoing capacity-building efforts for DHIS2 and ePHEM users. The consultant will help to strengthen the quality, consistency, and sustainability of DHIS2 and ePHEM capacity-building efforts through the development, standardization, and enhancement of capacity-building packages, practical learning resources, and supportive mentoring activities. Core Tasks and Activities Review, support the revision of, and standardize ePHEM and DHIS2 training materials, including curricula, facilitator guides, participant manuals, user guides, job aids, and presentation decks. Align training materials with national surveillance priorities, approved system workflows, and the latest system enhancements. Design and update competency-based practical exercises, case studies, simulation scenarios, training datasets, and assessment tools to strengthen user proficiency and support consistent training delivery. Adapt training content for different user groups, including data encoders, surveillance officers, PHEM personnel, and managers at national and subnational levels. Provide technical support, mentorship, and on-site accompaniment during selected training and implementation activities, as required. Facilitate technical review, consultation, and validation workshops to finalize and endorse standardized national training packages for ePHEM and DHIS2. Develop and implement training evaluation tools, analyze training outcomes, document lessons learned, and recommend improvements to strengthen the quality, effectiveness, and sustainability of capacity-building efforts. Contract Deliverables A complete, standardized set of training modules, facilitator guides, user manuals, presentation slides, practical exercise packages, training assessment and evaluation tools, and participant materials, with all DHIS2 revisions fully incorporated. Tailored training resources for distinct user groups at national and subnational levels, reflecting real operational roles and responsibilities. Consolidated reports from all national and subnational training sessions, including attendance records, participant evaluations, and performance summaries. A comprehensive consultancy report covering achievements, lessons learned, recommendations, and sustainability considerations for the continued rollout and institutionalization of ePHEM and DHIS2 training. Contract Management The Senior Technical Advisor at RTSL will manage this contract, monitor progress toward deliverables, and approve invoices. The contractor will work closely with the Early Warning and Surveillance Directorate and other relevant teams within EPHI to support the effective completion of deliverables.
