Time in Grade: For entry at the GS-07 level, status applicants must have served 52 weeks as a GS-05 or higher grade in the Federal Service. For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service. For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service. . Specialized Experience: For the GS-07, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-05 grade level in the Federal service, or comparable in difficulty and responsibility to GS-05 if outside the Federal service. Specialized experience is defined as experience GS-07: Specialized experience is defined as: providing administrative assistance to senior analysts on data tracking such as updating workforce databases, organizational staffing trackers, and/or resource utilization. or GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service. Specialized experience is defined as experience GS-09: Assisting with the review of organizational structures and manpower resources to process updates and changes. OR Performing research to assist with making recommendations for process improvements. or GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service. Specialized experience is defined as experience: GS-11: Specialized experience is defined as: utilizing analytical techniques to evaluate organizational structures, functional alignments, or manpower resource utilization. OR Participating in surveys and studies to make recommendations on organization staffing and functions. or GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
