Description of role: TWI are seeking to appoint an experienced Deputy Technical Manager to support a newly established Inspection Qualification Services business unit based in Middlesbrough, UK. The role will support the Technical Manager in the delivery of the independent and impartial qualification of non-destructive testing (NDT) procedures, personnel and equipment in critical safety sectors, including nuclear and defence. All activities will be delivered in accordance with ISO 17020 requirements. The Deputy Technical Manager will act as a key technical authority within the team, providing Level 3 expertise, supporting technical decision-making, and ensuring the consistent application of inspection and qualification processes. The role will also support the establishment and ongoing development of the business unit, including contribution to technical delivery, compliance activities and business development. To be successful, you will be able to: Provide technical leadership and support to qualification activities across the team. Apply Level 3 knowledge to ensure technical validity and compliance of inspection processes. Support the Technical Manager in maintaining ISO 17020 compliance, including independence and impartiality. Operate effectively within a regulated environment, balancing technical, operational and customer requirements. Communicate effectively with customers, regulators and internal stakeholders. Operate effectively in a fast paced environment with competing priorities. Key Accountabilities: Support the Technical Manager in ensuring all activities are conducted in accordance with ISO 17020, maintaining independence, impartiality and technical integrity. Act as a Technical Authority within the business unit, applying Level 3 expertise to qualification activities. Assume the responsibilities of the Technical Manager in their absence. Support the review of incoming work to ensure the organisation has the required technical capability, capacity and resources. Support oversight of inspection and qualification activities to ensure compliance with procedures and management system requirements. Contribute to the development, implementation and maintenance of the management system, including preparation of supporting documentation. Support internal and external audit activities, including addressing non-conformances in a timely manner. Ensure all activities are conducted in a safe, planned and methodical manner, without compromise to quality or independence. Provide technical input to proposals, including scope definition, costing and technical methodology. Support the development of business opportunities through technical engagement with customers. Key Requirements: Minimum of two NDT Level 3 certifications in accordance with ISO 9712 (e.g. CSWIP or PCN), with ultrasonic techniques (e.g. UT, PAUT) essential and eddy current (ET) highly desirable. Strong technical knowledge of NDT and its application within regulated industries. Experience working in nuclear, defence, or other high-integrity sectors. Experience supporting or delivering complex technical projects. Strong communication and stakeholder engagement skills. Ability to operate effectively within a structured quality and compliance framework.
