About the role

The position is located within the Office of the Chief Financial Officer, whose mission is to manage and oversee NOAA's accounting, financial planning, performance evaluation, financial systems, internal control, and policy, supporting the broader strategic goals of the Department and NOAA. PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. PTQ 1: Broad senior-level experience leading financial planning and management processes, supported by strong accounting education and/or equivalent experience in government accounting systems and government accounting policy and procedures, including oversight of automated management and financial systems, and ensuring compliance with the CFO Act, Governmental Performance and Results Act, Federal Manager's Financial Integrity Act, and other legislative requirements. PTQ 2: Demonstrated senior-level experience advising and collaborating with senior management officials on financial management decisions, including integrating financial data systems with program activities to support organizational objectives and ensure accountability. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Professional/Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and PTQs, you may not receive further consideration for the position. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: Applicants who are current or former members of the SES, have SES reinstatement eligibility, or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP) should submit supporting documentation (e.g., SF-50 or OPM Qualifications Review Board (QRB) certification) reflecting their eligibility for noncompetitive appointment to the SES.
