Description of Work The North Carolina Department of Health and Human Services (DHHS) is seeking a skilled Senior PMO Project Specialist to join our Project Management Office. In this senior level role, you will support and lead IT project management, project oversight, methodology guidance, procurement support, and compliance activities across DHHS IT initiatives. This position plays a key role in strengthening DHHS's project execution maturity by guiding project teams, reviewing project health by monitoring project performance, and ensuring alignment with State and DHHS PMO standards. As a Senior PMO Project Specialist, you will: - Oversee DHHS IT projects to ensure they are using established project management methodologies - Provide expert project support, guidance, and mentorship to DHHS IT project teams- - Identify project risks proactively and develop effective mitigation strategies - Conduct in depth project reviews to ensure alignment with objectives, requirements, and PMO standards - Monitor milestones and critical dates to identify potential schedule risks and recommend corrective actions - Track project metrics, assess variances, and ensure projects remain within scope, schedule, cost, and quality targets - Support enhancements to PMO processes, tools, and project management methodologies - Ensure IT initiatives and support activities follow established procedures and enterprise standards - Provide strategic input to senior leaders to support long range planning and decision making - Participate in working sessions with project teams, IT support groups, and DHHS IT leadership - Coordinate communication and collaboration with the State CIO office, DIT/TSS, and the DIT Enterprise PMO

Requirements

  • Experience leading complex IT projects and providing project oversight or PMO support
  • Strong understanding of project management best practices, methodologies, and governance
  • Experience with project scheduling, risk management, budgeting, and reporting
  • Ability to interpret and improve PMO processes and methodology standards
  • Excellent communication and stakeholder management skills
  • Experience supporting IT procurements or vendor management is highly desirable
  • Ability to collaborate across teams and influence decision makers at all levels

  • Salary Grade Range: $105,341.00 - $ 184,345.00
  • Recruitment Range: $120,000.00 - $130,000.00

  • Demonstrated ability to manage, organize, and lead large, complex IT portfolios and multi‑disciplinary project teams.
  • Hands-on experience identifying, assessing, and mitigating project risks and issues, including effective budget monitoring and control.
  • Strong knowledge of IT vendor management practices and coordination with external partners.
  • Proficient in applying established Project Management best practices, including estimation methodologies, earned value management, and Risk Assessment/Mitigation Planning (RAMP).
  • Extensive experience with Waterfall, Agile, and Hybrid methodologies, including evaluating alternative solutions and presenting project risks, issues, and technology recommendations to senior leadership.
