Responsibilities

  • Responsible for development of the project scope and fee quotation and assists in the preparation of technical proposals and contracts in accordance with HNTB's Sophisticated Contracting Approach (SCA).

Requirements

  • We are seeking a candidate with deep expertise in environmental sciences and consulting, who can lead permitting strategy and coordination with regulatory agencies, and who understands the technical and regulatory nuances of wetlands, streams, species surveys, and water quality assessments.
  • Bachelor's degree in Planning, Landscape Architecture, Urban Design, Engineering, Geology, Biology, Environmental Science, Anthropology, Archaeology, or related field and 10 years relevant experience
  • 2 years of successful management of projects
  • Lead and manage environmental permitting efforts for DOT projects, focusing on Section 404/408, US Coast Guard, TDEQ, and TVA requirements.
  • Conduct and oversee field investigations including wetland and stream delineations, habitat assessments, threatened and endangered species surveys, aquatic species surveys, and water quality assessments.
  • Coordinate with regulatory agencies, including FHWA, USACE, SHOPO, USFWS, NMFS, TVA, TDEC, and local Review roadway and utility plans, ecological, hydraulic, and geotechnical data to confirm impacts to jurisdictional waters are avoided or minimized.
  • Prepare and submit water quality permit applications, including mitigation strategies when impacts are unavoidable.
  • Support permit modifications and compliance tracking throughout project development and construction.
  • Collaborate with Client DOT's Environmental Division, Design, Construction, Right-of-Way, and Maintenance teams to ensure constructability and regulatory alignment.
  • Maintain up-to-date knowledge of federal and state environmental regulations, including the Clean Water Act, Tennessee Water Quality Control Act, and TVA Act of 1933.
  • What We Prefer:
  • Master's degree in Environmental Science or related field.
  • Familiarity with TDOT's Environmental Permits Section and permitting procedures
  • Experience working within a PMC structure or on TDOT projects.
  • Certifications such as Certified Environmental Professional (CEP) or similar.
  • 12 years relevant experience
