The primary purpose of this position is to provide planning, directing, organizing, and exercising control over employees assigned to the Air Force Inspection Agency (AFIA), Oversight and Evaluation Directorate. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Inspection Investigation Enforcement and Compliance Series 1801 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive working knowledge of title 10 requirements that the AF Inspector General must fulfill to meet U.S. laws. Knowledge with collecting and analyzing operational and strategic intelligence from wide-ranging sources including Federal, State, and local law enforcement agencies, military departments, foreign governments, financial institutions, and technology companies. Knowledge of the inspection of organizational programs, mission and functions regarding programmed inspections, schedules, and readiness activities that are multi-installation investigations where methods are subject to changing legal admissibility. Knowledge of the structure and hierarchy of the organization, Department of War, Air Force Secretariat, Air Staff Offices (two-letter offices) and Major/Field Commands to facilitate interactions with The Inspector General and senior officers in those organizations and required correspondence and staff work for the HAF, SAF/IG, MAJCOM, FLDCOM and DoW. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of the functions of the Inspector General and interrelationships among major command missions, programs, systems, procedures, and activities, plus the regulatory and policy framework. Expert knowledge and practical experience on continuous process improvement as well as the principles and techniques pertaining resources as they relate to organizational efficiency, effectiveness and operations. Expert knowledge on the generation and use of metrics. Extensive subject matter expertise in all major functional areas of the Air Force and DoD DoW interrelationships and decision making processes, particularly as they relate to the Air Force Inspection System. This includes MI's, HQIs, CRIs, UEIs, Directed Inspections, Commander's Inspection Program, and data analysis used to provide senior leaders with data driven decisions for improvement. In-depth knowledge and experience of Air Force Inspection System execution from a senior command-level perspective above the group level is essential. Ability to manage/lead specialized teams of diverse civilian and military employees (from GS-7 to GS-15 and MSgt to Col) and oversee the overall planning, direction, and timely execution of the Air Force inspection program that impacts AF, MAJCOM, FLDCOM, and FOA/DRU personnel. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package and communicate conclusions effectively in briefings, papers, or reports suitable for top management use and decision making. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
