About the role
This position is located with the Bureau of Indian Affairs, OHCM BIA HR Operations in Albuquerque, New Mexico; Anadarko, Oklahoma; Reston, Virginia; Washington, District of Columbia. EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards GS-14 : To qualify at the GS-14 grade level, you must have one year of specialized experience at or equivalent to the GS-13 grade level performing ALL of the following: (1) Independently providing technical guidance and advice to management on a wide variety of uncommon or controversial employee relations issues; (2) Independently preparing and presenting legally sustainable written adverse action materials for management on conduct AND performance based actions; (3) Researching MSPB and Federal case law for precedent decisions and interpreting the intent of decisions to recommend and prepare appropriate disciplinary and adverse actions; (4) Managing, directing, supervising or leading teams/groups in an HR operations environment; (5) serve as Lead Negotiator during union negotiations; and (6) independently act as a representative for the organization as a neutral third party. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
