Responsibilities

  • Serve as lead advocate and provide technical support for government affairs and lobbying on legislative and regulatory issues before Congress, Treasury, IRS, and other federal agencies relating to nonprofit tax and charitable giving.
  • Partner with professional and lay leaders across the Federation system and other Jewish networks to shape nonprofit tax policy, while serving as a technical resource to Federations and JFNA's Planned Giving & Endowment Department through tax updates, professional education, and advisory support.
  • Build and maintain relationships with key Members of Congress, Administration officials, and their staff.
  • Represent JFNA in national coalitions, committees, and conferences on nonprofit tax and planned giving issues, in collaboration with the VP and subcommittee Chairs.
  • Conduct ongoing review of additional issues impacting the tax-exempt status of Jewish Federations and the continued deductibility of donor contributions, providing periodic reports (no less than monthly) as dictated by events.

Requirements

  • Required:
  • Extensive knowledge of federal tax policy (income tax and estate and gift tax planning, tax-exempt organization issues) and of federal legislative and regulatory processes
  • Seven+ years of experience in one or more of the following settings:
  • Capitol Hill (member staff or relevant committee such as Senate Finance/House Ways & Means a significant plus)
  • Executive Branch agency, such as Treasury or IRS
  • Government relations department at a nonprofit or for-profit entity focused on tax and regulatory issues
  • Excellent writing, research, and oral communication skills
  • Preferred:
  • Established connections to Congress and federal officials who shape and implement tax and nonprofit policy
  • Graduate degree in law, accounting, or related field
  • Knowledge of the organized Jewish community and/or the Federation system

POSITION: SENIOR TAX POLICY COUNSEL LOCATION: JFNA's Washington, D.C. Office SALARY RANGE: $150k-$160K REPORTS TO: Managing Director of Public Policy JFNA OVERVIEW: The Jewish Federations of North America ("JFNA") consist of 141 Jewish Federations and dozens of Network communities which collectively raise and distribute more than $3 billion annually to support flourishing Jewish life and the needs of the Jewish people in their home communities and around the world. The Jewish Federation system, among the top 10 charities on the continent, leads the largest network of volunteer and professional leaders who build and sustain Jewish communities that are healthy, safe, caring, welcoming and inclusive, educated and engaged, involved in the broader community, and deeply connected to Israel and the global Jewish people. Additionally, over the past decade, JFNA has maintained a position of leadership on domestic public policy and funding issues that impact local Federations and their communities. Notably, JFNA's Washington D.C. office has developed significant expertise regarding the tax-exempt status of our charitable network and influencing policies that drive federal funding to specific communal needs. This position will provide expertise in the legal arena around government affairs, tax, and nonprofit policy. POSITION OVERVIEW: This position is part of JFNA's Government Affairs team, advancing priorities that strengthen Jewish communities by securing nonprofit security funding; combating antisemitism; addressing economic vulnerability through healthcare, support for Holocaust survivors, older adults, and people with disabilities; promoting justice; and protecting charitable giving incentives.
