THE PRIMARY PURPOSE OF THIS POSITION IS: To Serve as command headquarters program analyst, applying Air Force Military cryptographic key controlling authority specialist experience to manage, analyze, develop and evaluate issues, and recommendations to resolve substantive problems/issues of effectiveness and efficiency of operations for (cont. below) In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of analytical and evaluative methods and a thorough understanding of how regulatory or enforcements programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency, or in measuring and evaluating program accomplishments; Knowledge of and skilled in the Air Force COMSEC Controlling Authority responsibilities, the sequence and timing of contingency and operational events and key strategic requirements in the context of COMSEC distribution applicable to current Air Force programs and weapon systems; and knowledge of the AF Electronic Management Systems (EKMDS) and applications to support AF tactical data link systems, including link 16 and SADL, employed the USAF worldwide. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of Cryptographic Controlling Authority operations supporting AF SADL and Link 16 tactical data links during war, contingencies, exercises, training and testing for mission areas employed by the USAF. Knowledge of AF Electronic Key Management System analysis methods and understanding of the AF and command program goals and objectives the sequence and timing of key operational events and milestones, methods of evaluating the effectiveness of planning actions related to actual events. Knowledge of the relationship of various command entities involved in overall program planning and execution of military operations and evaluations. Knowledge and skill in the application COMSEC employment expertise as it applies to the assigned program and the understanding of the Air Force COMSEC keymat requirements to support SADL and Link 16 weapon system configurations and capabilities. Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems/issues of effectiveness and efficiency of tactical data link operations. Ability to plan, organize, negotiate effectively with senior analyst and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concept and procedures and possess the capability to communicate effectively, both orally and in writing, negotiate complex issues, and maintain good working relationships.
