About the role

Specialized Experience for the EL-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL-12 grade level in the Federal service. (EL-12 is equivalent to a GS-12.) Specialized experience for this position includes: - Interpreting and applying Federal HR laws, regulations, policies and procedures to resolve personnel issues, and ensure compliance. Providing HR advisory and technical support to managers and employees in staffing, employee relations, performance management, pay administration, benefits, and retirement programs. AND - Managing recruitment and personnel actions, including coordinating vacancy announcements, advising hiring managers on staffing strategies and hiring authorities, processing appointments and personnel actions, and resolving payroll and time and attendance issues in collaboration with shared service providers. AND - Researching and interpreting federal benefits regulations and policies, and providing guidance to employees. Conducting research on HR policies and regulatory changes and recommending process improvements to enhance workforce management, program effectiveness, and organizational objectives. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the EL-13, you must have been at the EL/GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
