About the role

The primary purpose of this position is to provide analysis for an assigned program within the Pacific Air Forces (PACAF) Regional Support Center (PRSC). In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, policies, legal requirements, and practices of services acquisition and program management to plan, organize, and manage critical aspects of the development, production, and/or deployment of systems, subsystems, equipment, and services. Knowledge of the activities and purpose of functional support personnel and ability to coordinate such aspects of acquisition as engineering, contracting, program control, configuration, test, manufacturing, and integrated logistics support to effectively implement program management and direction. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense (DoD), Air Force, and user commands that govern, interface with, and/or influence the acquisition process and integrated life-cycle management. Knowledge of and the relationships between the missions, functions, goals, objectives, work processes, and sources of funding of assigned budget activities in order to relate needs and accomplishments of the organization to anticipated and actual dollar figures in the program's budget. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of this position.?Or LL.M., if related. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and ability to apply laws, principles, policies and practices involving planning, analyzing and/or evaluation the effectiveness of line or operating programs. Knowledge of business, industrial management, contracting procedures, technical concepts, production practices and program management to evaluate contractor proposals and activities. Knowledge of the missions, roles, functions, organization structures, and operation of the Department of Defense, Air Force, and other entities that govern acquisition processes and life cycle management. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process. Ability to utilize multiple computer applications including, but not limited to, word processing, spreadsheet, databases, presentation graphics, and electronic mail. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
