About the role

This position is part of the National Archives and Records Administration, National Personnel Records Center, Management Systems Staff. The primary purpose of this position is to provide instructional services to employees at the National Personnel Records Center's, Military Personnel Records facility and the Civilian Personnel Records facility, by providing a practical knowledge of training principles to the development and delivery of technical and nontechnical training programs. You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience for the GS-11: You must have at least one year of experience at the GS-09 level or equivalent that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes: Developing full-length training courses or modules to address the needs of the Agency; AND Overseeing the training or instruction of employees at different levels of knowledge and experience, which may include evaluating work, monitoring performance and/or providing reports to trainees; AND Interpreting laws, policies and/or regulations regarding the use of records. OR EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. OR COMBINATION: You may qualify by a combination of experience and education. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. Specialized Experience for the GS-09: You must have at least one year of experience at the GS-07 level or equivalent that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes: Developing job aides such as handbooks, visual aids, tutorials or other reference aides; AND Assisting in the training and/or instruction of new team members; AND Interpreting laws, policies and/or regulations regarding the use of records. OR EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. OR COMBINATION: You may qualify by a combination of experience and education. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. In addition to the above requirements, you must meet the following requirements, if applicable (as defined in 5 CFR 300, Subpart F): Time-in-Grade: For the GS-11, you must have been at the GS-09 level for 52 weeks. Time-in-Grade: For the GS-09, you must have been at the GS-07 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
