Plans, organizes, supervises, and coordinates wastewater treatment operations or sewage conveyance system activities, including treatment processes, collection systems, pumping facilities, odor and vector control programs, and related administrative and technical functions; Ensures compliance with local, state, and federal environmental, safety, and regulatory requirements, including NPDES, APP, biosolids, stormwater, and other permit mandates; Supervises, trains, evaluates, and develops staff; oversees workforce scheduling, orientation, continuing education, industrial safety programs, and employee performance management; Responds to operational emergencies by coordinating treatment and maintenance personnel, directing corrective actions, and communicating with internal departments and external agencies; Inspects treatment plants, facilities, conveyance systems, and equipment to evaluate operational efficiency, maintenance needs, regulatory compliance, and quality control standards; Reviews and analyzes operational data, records, and regulatory requirements to recommend and implement improvements to processes, policies, procedures, and system performance; Coordinates maintenance activities, equipment repairs, contractor services, and interdepartmental projects to ensure uninterrupted operations and service delivery; Participates in capital improvement planning, construction plan reviews, and infrastructure enhancement initiatives, recommending changes to facilities, equipment, and operational systems; Develops, monitors, and administers operating budgets, forecasts expenditures, and manages resource allocation for assigned facilities or operational units; Oversees administrative support functions, including maintenance scheduling, data collection, recordkeeping, operational documentation, and regulatory reporting activities; Collaborates in the planning, implementation, and administration of vector control, odor control, and other specialized operational programs and projects; Serves in the absence of the Field Operations Manager or Wastewater Treatment Plant Manager, including responsibility for regulatory certifications, compliance reporting, notices of violation, and related managerial duties.
