About the role

The primary purpose of this position is: Serves as the senior civilian intelligence specialist and principal advisor on Intelligence, Surveillance, and Reconnaissance (ISR) programs for U.S. Space Forces-Japan (SPACEFOR-JPN). The incumbent is responsible for the expert-level planning, programming, and execution oversight of all intelligence activities in support of the command's mission. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include mastery of USSF organizations, as well as their planning and programming methodologies, is essential. The candidate must also possess a thorough understanding of the national IC; Joint and DoD structures, organizations, missions, and functions; and the interrelationships and operations among them. Vast knowledge of IC products and processes is critical to achieving SPACEFOR-JPN 52 objectives. The incumbent must demonstrate a wide range of knowledge and strong expertise in the full intelligence cycle-including tasking, production, exploitation, and dissemination-and exhibit a solid understanding of space, missile, threat, scenario, and orbital fundamentals. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of USSF intelligence systems, policies, strategic plans, operational vision, processes, capabilities, limitations, and vulnerabilities. Senior-level knowledge of space operations in modern warfare, USSF ISR capabilities, and the full intelligence cycle. Highly skilled in analyzing technical intelligence data and applying it to develop solutions to emerging warfighter challenges. Demonstrated skill in planning, coordinating, and executing complex, time-sensitive, and highly skilled classified intelligence operations and projects. Exceptional ability to communicate complex concepts clearly and effectively in both oral and written formats. Proven ability to engage diplomatically and effectively with senior military, inter-agency, allied partners, and civilian stakeholders in all types of situations. CONDITIONS OF EMPLOYMENT CONT. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Mission Essential: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence oof an emergency and continued through full resumption of all functions. Reg: AFI36-129, dated 17 May 2019. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
