THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for an HR SPECIALIST (COMPENSATION/RECRUITMENT/PLACEMENT), Position Description Number T5032P01 and is part of the NHARNG ELEMENT - JF HQ , New Hampshire National Guard. This vacancy is to gather applications that may or may not result in a referral or selection. GENERAL EXPERIENCE: Experience and knowledge of a wide range of HR concepts, laws and/or regulations sufficient to provide analytical and diagnostic advice to management and organizational leadership. Experience and knowledge to develops new work methods, techniques, and procedures to optimize and improve daily work assignment processes. Experience to perform analysis of issues and recommending solutions to management related to complex interrelated HR problems. SPECIALIZED EXPERIENCE: Must have at least one year specialized experiences at the GS-09 level or equivalent. Knowledge of federal organizations and federal civilian programs. Experienced in advertising positions, processing assignments or reassignment actions. Competent in merit principles, personnel programs, and policies to guide or advise others on their implementation activities. Skilled in applying Staffing program policies, directives, publications, and training manuals to everyday assignments. Experience with Staffing human resources programs related to federal civilian program. Must have experiences in executing Staffing programs in Human Resources Information Systems as applicable to the specific position and it's position description. Must have knowledge and understanding of the personnel and manpower core competencies. Must have experiences that includes guiding employees on human resources (civilian) program tasks. Special Consideration: Must have used USA Staffing or other federal hiring systems, personnel database experience.
