About the role

We are looking for a driven and organised sport professional to join the Singapore Disability Sports Council (SDSC) as a Pathway Manager - at one of the most exciting moments in Singapore para sport history. Singapore will host the ASEAN Para Games 2029 (APG29) , making this a defining period for disability sport in the region and a rare opportunity to help build a strong, competitive Team Singapore for a home Games. In this role, you will lead an assigned portfolio of para sports and take ownership of the full athlete development journey - from talent identification and transfer through to elite competition and major Games representation, with APG29 as a key milestone. Working within a collaborative Pathway and Performance team, you will play a central role in preparing Singapore's para athletes to perform at their highest potential in front of a home crowd and on the regional and international stage. Depending on organisational needs and your background, you may also be assigned a cross-portfolio Specialisation - such as Talent Identification and Transfer, Classification, Coach Development, or Anti-Doping Education - in which you will serve as SDSC's internal subject matter lead for the wider Pathway and Performance team, either alongside a sport portfolio or in place of one. KEY DUTIES & RESPONSIBILITIES Sport Portfolio Management - Develop and implement quadrennial and annual performance plans for assigned para sports, with immediate focus on the ASEAN Para Games 2029 (APG29) - which Singapore will host - and extending through the Asian Para Games, Commonwealth Games, and Paralympic Games cycles. - Serve as SDSC's primary liaison with NSAs, Para Sport Academy partners, and international federations for assigned sports; provide strategic oversight and guidance to NSA-led programmes. - Build and manage TeamSG for major championships and Games: coordinate travel, equipment, competition entries, team agreements, and budgets; serve as Team Manager or Secretariat as required. - Actively monitor and manage athlete qualification pathways to ensure Singapore meets IPC and international federation qualification standards. - Plan and deliver national championships, selection trials, and talent engagement events in partnership with the Events and Outreach team. Athlete Development & Support - Identify and develop para athlete talent across assigned sports; drive talent identification and transfer activities and support SDSC's NextGen Para Talent Programme. - Lead the support of para athletes in assigned sports - including those on spexScholarship and spexPotential programmes - ensuring each athlete has a clear development pathway and the right level of programme services. - Establish and maintain athlete performance monitoring systems; track progress against multi-year targets and benchmark athletes against regional and international competitors. - Proactively manage athlete classification timelines; liaise with international classifiers and sport federation classification panels to ensure athletes are competition-ready. - Work with Athlete Life Management to connect athletes to appropriate lifestyle and education support throughout their athletic career. Coaching & Technical Support - Work with technical directors and coaches to ensure high-quality, internationally benchmarked coaching provision across assigned sports. - Identify and facilitate professional development opportunities for coaches; support the development of para sport coaching pathways and accreditation frameworks. - Provide technical guidance on athlete training design, equipment selection, and sport-specific adaptations for para athletes. - Maintain regular liaison with NSAs and international federations to stay current on rule changes, technical regulations, and equipment standards. Stakeholder Engagement & Reporting - Foster strong, trust-based relationships with athletes, coaches, caregivers, NSA partners, and institutional stakeholders, ensuring all parties are aligned to shared performance goals. - Produce clear reports and recommendation papers - including budget proposals, entry criteria, selection criteria, and performance analyses - for the Pathway and Performance Director and relevant committees. - Partner with the Corporate Communications team to promote assigned para sports and SDSC's public profile and social impact mission. - Advocate for inclusive sport participation and engage with national initiatives that advance opportunities for persons with disabilities. Anti-Doping, Safeguarding & Administration - Coordinate WADA and Sport Singapore anti-doping education for athletes and support personnel in assigned sports; manage whereabouts, testing pool obligations, and TUE processes. - Champion SDSC's athlete welfare and safeguarding policies; take active responsibility for a safe, respectful, and inclusive environment across the assigned sports portfolio. - Develop and manage programme budgets; maint
