Role and Scope of Position: The Engineer, LNG/LPG Compliance has multi-state responsibilities to support the development and implementation of the compliance programs and activities for all the Eversource LNG facilities in MA and CT. The Engineer, LNG/LPG Compliance supports the LNG/LPG Compliance Supervisor in the ownership and maintenance of the regulatory compliance programs, ensures strategies, procedures, and assurance processes are in place to address compliance activities and requirements including, but not limited to Eversource, local, and federal requirements. The position will assist with implementing process improvements within these programs and ensuring that all plans are tailored to the current or adopted codes utilized by regulatory agencies to evaluate LNG/LPG facilities. Additionally, the Engineer, LNG/LPG Compliance must understand the regulatory aspects of the Eversource LNG Facilities regarding security, safety, training, maintenance and operations in accordance with 49 CFR Parts 192 & 193 Essential Functions: Coordinates the collection of compliance documents from LNG Plant Supervisors and other stakeholders to provide for regulatory filing requirements and information requests from the Department of Public Utilities (DPU), the Public Utilities Regulatory Authority (PURA) and the Department of Environmental Protection (DEP). Reviews and updates information and ensures appropriate parties review in a timely manner. Performs internal compliance assurance activities at the LNG facilities in preparation of federal and state audits. Reviews policies and procedures to ensure standardization amongst the various plants. Researches, analyzes and recommends ways to improve compliance processes and procedures Reviews activities at the LNG/LPG facilities to assess level of compliance with existing and proposed federal, state or industry legislation and regulations. Reviews external state and federal agency audit findings and provides recommendations to internal procedures and/or compliance manuals. Periodically reviews processes and policy documents related to compliance with federal and state pipeline safety regulations and reports compliance findings. Identifies potential areas of compliance vulnerability and risk and provides reports to Supervisor and other LNG/LPG business stakeholders. Inspects/audits programs, policies, and work practices for compliance to company requirements, best practices, and relevant laws and regulations. Provides summary reports of findings and recommended corrective actions whenever deficiencies are identified. Assists with communicating and implementing improvements to programs and documentation to ensure compliance with regulations Maintains working knowledge of regulatory requirements, company procedures and documents satisfy those requirements. Cooperates with LNG/LPG operations personnel, engineering and other stake holders to share lessons learned, experiences, and knowledge to ensure safe, reliable, and efficient operations. Technical Knowledge/Skill/Education/Licenses/Certifications: Technical Knowledge/Skill: Ability to establish a culture of safety, reliability, efficiency, and compliance. Ability to interface and effectively communicate with different groups, including operations staff, maintenance staff, engineering departments, human resources, federal, state, and local regulators, external stakeholders, and other Eversource corporate groups.
