[What the role is] Supports the operational transformation of financial processes across Grassroots Organisations (GROs), driving business process reviews, system enhancements, and centralised processing operations to strengthen financial governance and compliance. Through data analytics and stakeholder engagement, the incumbent contributes to PA's mission of enabling effective and accountable grassroots operations [What you will be working on] Review and streamline GRO financial procedures end-to-end, identifying gaps in compliance and control, and recommending process improvements and policy enhancements to strengthen financial governance across GROs Gather user requirements, conduct user acceptance testing (UAT), and identify opportunities for automation and ops-tech integration to improve financial systems and operational efficiency Oversee the integrity of data interfaces between collection systems and accounting systems at PA and GROs, ensuring daily and monthly interfaces are successfully completed, and providing advisory support and troubleshooting when required Manage centralised processing operations for GROs, ensuring collection activities are processed accurately and on time, and coordinating with GRO teams to resolve processing issues and implement approved system improvements Analyse GRO financial data to surface insights on compliance and governance trends, and present findings and recommendations to management on a regular basis Develop training materials and conduct briefings for staff on new financial procedures and system enhancements, supporting effective change management and adoption Liaise with Ministries, Statutory Boards, and PA divisions on electronic payment KPI reporting, implementation of new government initiatives, and updates to financial policies [What we are looking for] Experience: At least 3 years of experience in financial operations, accounting, or a related function, preferably with exposure to process improvement or transformation initiatives Skills (Must-have): Strong analytical skills with the ability to interpret financial data and present actionable insights; proficiency in Microsoft Office applications; good interpersonal and written communication skills Skills (Good-to-have): Familiarity with Workday or equivalent accounting/ERP systems; experience in change management, user acceptance testing, or business process review; prior supervisory or team leadership experience
