About the role

You will serve as a DISTRIBUTION FACILITIES MANAGER in the BULK FUEL DEPARTMENT of NAVAL STATION. A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary. COLA is subject to change at any time. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Overseeing bulk fuel transportation, distribution, storage and inventory management for the area of responsibility; 2) Planning for and providing guidance for meeting emergent petroleum, oil and lubricants (POL) requirements; 3) Coordinating Regional bulk POL inventory management programs and bulk POL facility management; 4) Evaluating new developments in technology or regulatory matters, e.g. for application or impact on bulk POL programs. Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series PHYSICAL DEMANDS: The work is primarily sedentary, however, incumbent is required to perform outside inspections and observations of fuel facilities, construction projects, and of fuel handling evolutions in all types of weather. Ascending/descending semi-vertical ladders in excess of 40 feet may be required. Some walking, standing, bending, carrying lights objects, or driving an automobile is required. WORK ENVIRONMENT: Work is usually performed in an office environment. However, work may be performed outside and may be subject to extreme heat, confined spaces and hard, damp floors or surfaces. There may be occasional exposure to dirty, dusty, and greasy tanks and hoses; there may be exposure to noxious fumes and toxic vapors while making appropriate inspections or visiting facilities undergoing repair, maintenance, or renovation. Employee may be subject to hazardous fumes and noise which require observance of safety precautions and use of protective clothing and gear. Eligible DoD career or career conditional employees shall be granted statutory return rights to their former position for a period of 5 years if continuously employed in a foreign or non-foreign area provided by Executive Order 10895 and DoDI 1400.25, v 1230. Employees that do not exercise their return rights within five years are no longer eligible for return rights and will be treated as a local hire. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
