The primary purpose of this position is to as a command headquarters senior level logistics manager specialist, applying Aircraft Maintenance experience to analyze, develop, and evaluate issues, develop, and coordinate recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in a Major Command program. CONDITIONS OF EMPLOYMENT (cont) This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge in Air Force methodology in posturing, presenting, and generating forces to the combatant commanders. Thorough knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of the command verification process in relationship to major operations such as apportionment of combat type forces, deployment, mobilization, and contingency operations. Knowledge of Air Force, MAJCOM and military command structure, missions, programs, organizational relationships, program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the various command and Air Force entities involved in overall planning and execution of operations and evaluations. Comprehensive knowledge of a wide range of logistics, manpower, and personnel concepts to include ability to use DCAPES/JOPES/JCRM/DRRS. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of Joint / Air Force Time Phased Forces and Deployment Data (TPFDD), DoD operational planning (OPLAN) and contingency planning, MAJCOM and AF relcama processes to include Reclama Processing Tool (RPT), and GCCS systems such as: Joint Operation Planning and Execution System (JOPES); Deliberate and Crisis Action Planning Execution Segments (DCAPES); AEF Information System (AEFIS). Must process a full understanding of Global Force Management (GFM), and Joint Forces Provider (JFP) processes with a relationship to Adaptive Planning. 2. Knowledge in all facets of Joint, Air Force, and MAJCOM policies, goals, and objectives as they relate to the Air and Space Force deployment and JFP concept of operations for deployment planning. 3. Knowledge of HQ ACC Operations Center (ACC OC) operations during both contingency and non-contingency operations as a Crisis Action Team member. 4. Knowledge of management principles and processes and the analytical and evaluative methods and techniques for assessing program execution and improving organizational effectiveness and efficiency. Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems and issues of work operations in a major command program. 5. Ability and skill in gathering, assembling, and analyzing facts, drawing conclusions, conducting analysis, devising recommended solutions, and packaging the entire process into briefings, papers, or reports suitable for top leadership (General/Flag Officer level) use and decision-making. 6.
