You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: You must have one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of the Program Analyst at the developmental level (GS-07), and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-05) in the Federal service. Specialized experience includes making eligibility determinations, processing claims, maintaining internal fund control points, and providing administrative coordination. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate level education or a bachelor's degree with Superior Academic Achievement (SAA). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience, as described above, and a bachelor's degree. GS-09 Specialized Experience: You must have one (1) full year of specialized experience that equipped me with the knowledge, skills, and abilities to successfully perform the duties of the Program Analyst at the full performance level (GS-09), and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-07) in the Federal service. Specialized experience includes using analytical and evaluative methods and techniques to assess programs and make recommendations; applying accounting procedures and principles; applying beneficiary travel rules and regulations; extracting eligibility information and mileage from software applications; and interpreting contracts for transportation services. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must a master's or equivalent graduate degree, 2 (two) full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D. ( if related). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR, Combination: Applicants may also combine education and experience to qualify at this level.
