The primary purpose of this position is to serve as a traffic/information controller, ensuring coordination and documentation requirements are met to ensure timely completion of all cargo and passenger loading/offloading, and ground servicing activities. Additionally, this postion processes the required documentation for report generation. Conditions of Employment Continued: Must be hazardous cargo inspector qualified IAW AFMAN 24-204, Preparing Hazardous Materials for Military Air Shipment. The incumbent has one year from date of entry on duty to become qualified. The Government will fund one opportunity to become qualified. If the incumbent fails to qualify on the first attempt, additional attempts will be at his/her expense. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative, series 2102 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of transportation regulations that relate to the movement of a wide range of specialized shipments. For example, this includes assignments regularly involving the movement of oversized, heavy haul, hazardous, and security risk items. Moves of this nature require extensive practical knowledge of the carrier industry, specialized shipment needs, and terminal or storage capabilities to identify the appropriate shipping method, carrier equipment, services, and special handling required. Knowledge of transportation regulations governing entitlements and documentation requirements for domestic or foreign relocation travel to advise on travel procedures, restrictions, and allowances, and to resolve conflicts or issues related to the travel. Conflicts or issues might involve repayment or crediting of travel funds advanced; disputes between carrier and customer; or emergency situations, such as those involving extremely short lead times, problems in transit, inadequate paperwork for foreign entry, or similar situations. Knowledge of a variety of transportation functional areas and their relationship to other functions to investigate complaints or errors that require, for example, reconstructing and reconciling incomplete information, conducting extensive and exhaustive searches for required information, or performing actions of similar complexity. Knowledge of automated transportation systems to reconcile errors that require an understanding of nonstandard transportation procedures, or to provide subject-matter assistance in the development of automated transportation procedures for clerical operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the full range of the DoD Air Transportation system, regulations, and principles of air terminal transportation and traffic control to include cargo, passenger processing, movement regulations, and files set up and maintenance. Knowledge of terminology to coordinate with other transportation and traffic control operations. Knowledge of hazardous and/or explosive cargo movement procedures and compatibility. Knowledge and skill in planning and safely executing air cargo loading techniques, commercial carrier contractual agreements, and other technical information relative to ground servicing.
