Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-12: You must have one year of specialized experience equivalent to the GS-11 grade level. Specialized experience is defined as 2 or more of the following: Monitoring conventional grant and/or cooperative agreements to assess compliance with regulatory, policy, and reporting requirements, such as monitoring long-established formula grants to ensure compliance with award provisions and to track financial performance trends; and/or performing standard grants or agreement administration tasks, such as independently conducting standard grant close-out processes, including the preparation of final assessments of compliance with statutory and agency requirements for disposition of property, financial and accounting reconciliation, and resolution of any adverse audit findings; and/or applying new or modified work methods in performing conventional grant and/or cooperative agreement pre-award tasks, such as generating grant solicitations, identifying potential negotiation strategies, and making recommendations to resolve problems. OR Ph.D. or equivalent doctoral degree or three years progressively higher level graduate education which must be directly related to the position and demonstrates the knowledge, skills, and abilities necessary to do the work; such as: contracting, financial management, business administration, public administration, or any other related field; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
