The primary purpose of this position is: To serve as a first level supervisor providing planning, directing, organizing, and exercising control over subordinate employees assigned to the wing/center Inspector General (IG) office. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification standards for General Schedule Positions, Administrative and Management Positions. This is a GG-14 position in the Defense Civilian Intelligence personnel system (DCIPS).The GG-14 duties for the "Professional" work category are at the "senior" level and are equivalent to those at the GG-14 grade level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the laws, regulations, Executive Orders (E.O.s), court decisions, and issues related to the IG Inspection process, Self-Assessment process, complaints process, FWA disclosures, the FOIA, and PA and the skill to apply this knowledge to a variety of difficult and complex work assignments dealing with complex or sensitive investigations of complaints and inquiries, and advising Wing personnel accordingly. Knowledge of various military and civilian programs such as those concerning assignments, promotion, training, pay, equal opportunity/treatment, etc., and skill in applying analytical techniques to those issues and customs encountered in the AF military and civilian work force. Additional knowledge of investigations of various kinds of complex complaints, inquiries, requests for substantive information concerning AF programs and operations, and resolving or recommend appropriate disposition. Note: Creditable experience may include previous military experience, experience gained in the military sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of complex inspection, investigation, enforcement, and/or compliance principles, concepts, and practices; as well as knowledge of Public Laws, Executive Orders, DoD Regulations, Air Force Instructions, administrative and legal procedures, and other decisions/standards related to agency activities and IG programs sufficient to conduct interviews, inspections, and investigations to analyze the nature of the complaint and specific issues to be addressed. 2. Knowledge of Air Force, MAJCOM, and wing installation program goals and objectives; IG functions, operations, policies, procedures, and practices; the sequence and timing of key operational events and milestones; and the relationship of various installation entities involved in overall program planning and execution of military operations and evaluations. 3. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. 4. Skill in assessing program needs to accomplish goals and objectives, evaluate program status, and recommend or implement solutions for improvement. 5. Ability to plan, organize, and direct the functions and staff of an organization; and to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources. 6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; as well as using tact and diplomacy during difficult circumstances to advise/inform on complicated, sensitive, and occasionally controversial issues. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
