Senior Quantity Surveyor (Construction & Power Plant) - Jurong Island

Responsibilities

• Report to the Project Manager, Deputy Project Manager (Commercial), or Commercial Manager to drive project commercial objectives and maximize project profitability.
• Prepare project budgets, cost estimates, cash flow forecasts, and cost reports throughout the project lifecycle.
• Conduct regular market research on construction materials, equipment, labour, and subcontractor pricing to support procurement and commercial decision-making.
• Prepare, review, evaluate, and administer tender documents, bid evaluations, contracts, purchase orders, and other commercial documentation.
• Manage the end-to-end subcontract procurement process, including tender invitations, commercial evaluations, negotiations, recommendations, and contract awards.
• Evaluate subcontractor quotations and perform detailed cost analysis to ensure competitive pricing and effective cost control.
• Administer construction contracts, including variations, extension of time (EOT), claims, contractual correspondence, and final accounts.
• Prepare and evaluate progress claims, interim valuations, payment certificates, retention releases, and final settlements with clients and subcontractors.
• Monitor project costs, identify commercial risks and opportunities, and implement cost-saving initiatives to improve project performance.
• Prepare monthly commercial reports, cost forecasts, financial analyses, and management reports to support project and corporate decision-making.
• Liaise effectively with clients, consultants, subcontractors, suppliers, and internal project teams to ensure smooth commercial operations.
• Work closely with Engineering, Procurement, Construction, Planning, and Site Management teams to support project execution and commercial compliance.
• Support commercial activities for mechanical, electrical, piping, civil, structural, and associated Power Plant construction works.
• Ensure compliance with contractual obligations, company policies, safety requirements, quality standards, and Singapore construction regulations.
• Mentor junior Quantity Surveyors and provide commercial guidance where required.
• Perform other duties as assigned to support the successful execution of construction and Power Plant projects.

Requirements

• Mandatory Qualifications & Experience
• Degree in Quantity Surveying, Civil Engineering, Construction Management, Engineering Budget Management, or a related discipline from a recognised institution.
• Minimum 3 years of relevant experience as a Quantity Surveyor or Commercial Executive in construction, industrial, infrastructure, EPC, or Power Plant projects.
• Sound knowledge of quantity surveying principles, contract administration, tendering, procurement, cost estimation, budgeting, cost control, variation management, and final account preparation.
• Experience in subcontract administration, commercial negotiations, and project cost management.
• Strong analytical, negotiation, communication, and report-writing skills.
• Proficient in Microsoft Office applications, particularly Microsoft Excel.
• Eligible to meet all site security clearance and access requirements for working on Jurong Island.
• Experience in Power Plant, Combined Cycle Power Plant (CCPP), Waste-to-Energy (WTE), Petrochemical, Oil & Gas, Pharmaceutical, Process Plant, or Heavy Industrial Construction Projects .
• Good understanding of Singapore construction contracts and commercial practices, including PSSCOC, SIA, FIDIC, or NEC forms of contract.
• Professional training or certification in Quantity Surveying, Contract Management, Commercial Management, or Project Management will be an advantage.
• Familiarity with cost management software, ERP systems, or project planning tools such as SAP, Oracle, CostX, Candy CCS, or Primavera P6 is preferred.
• Strong commercial acumen with the ability to manage multiple projects in a fast-paced environment.
• Candidates who are able to commence work within short notice will have an added advantage.

Job Summary We are seeking an experienced and commercially astute Senior Quantity Surveyor to support the successful delivery of large-scale Power Plant, Industrial, and Construction Projects on Jurong Island. The successful candidate will be responsible for managing the full spectrum of commercial and quantity surveying functions, including cost planning, tendering, procurement, contract administration, claims management, subcontractor management, and project cost control to ensure projects are delivered safely, on time, within budget, and in accordance with contractual requirements.
