About the role

The incumbent functions as an Information Technology (IT) Project Manager to plan and carry out projects for the development of IT solutions to support NIH. For the GS-11, GS-12 and GS-13 grade level, you must have have IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that I possess each of the following four competencies: 1. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. You qualify at the GS-11 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Managing IT projects by tracking schedules, deliverables, and budgets to ensure projects stay on time and within scope. 2.) Drafting Statements of Work (SOWs) and coordinating contract documentation with contracting officers. 3.) Gathering user requirements and aligning IT solutions with organizational objectives. AND 4.) Monitoring compliance with applicable IT policies, regulations, and procedures and reporting noncompliance issues OR Completed a Ph.D. or equivalent doctoral degree, in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks, or 3 full years of progressively higher level graduate education in one of the areas described above leading to such a degree. You qualify at the GS-12 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Planning and overseeing complex IT projects involving the integration of technical requirements, schedules, and budgets. 2.) Conducting cost-benefit analyses and other studies to evaluate project feasibility and alignment with strategic goals. 3.) Serving as a liaison between customers and technical teams to define information systems requirements. AND 4.) Ensuring contractor performance by tracking project milestones, validating deliverables, and reviewing contract documentation. You qualify at the GS-13 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Leading large-scale IT projects by allocating resources, managing cross-functional teams, and ensuring timely completion. 2.) Advising senior leadership on the design, implementation, and evaluation of complex IT systems and strategies. 3.) Reviewing and analyzing technical proposals to assess feasibility, risk, and alignment with mission objectives. AND 4.) Overseeing contractor performance and managing contracts, including reviewing SOWs, resolving issues, and ensuring compliance.
