About the role

The incumbent serves as a Program Support Assistant within Surgery Services at Lexington VA Health Care Systems (LVAHCS). Surgery Service provides tertiary, subspecialty surgical care for the Veterans in this service, as well as those from other areas . The Surgery Service is composed of several areas of clinical activity at both the Bowling and Sousley Campuses of Lexington VA Healthcare Systems, including Surgery Case Management. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/29/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Applicants must submit documentation verifying that they meet time-in-grade requirements in accordance with federal regulations. Human Resources will not review or access official personnel records to determine eligibility if supporting documentation is not provided. Failure to submit required documentation will result in an ineligible rating. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Permanent Employee Status: If you are unsure if you have permanent employee status to be considered for this position, you can verify your status by referring to Box 24 on your most recent SF-50. The box must have a 1 or 2 in order to be considered for this position. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of applicable laws, VA regulations, and local policies as they relate Surgery Service and VA overall. Knowledge of JCAHO guidelines and the ability to utilize it for resource purposes is required. Knowledge of time and attendance regulations and guidelines is essential. Comprehensive knowledge of: VistA, Computerized Patient Record System(CPRS), Surgery Package, Non-OR Package, Appoint Management, WIndow OS, Microsoft Office Suite, Dragon Dictation software, and any other software database system utilized by the Surgery Service and facility. Detailed knowledge of information processing functions of Surgery Service to provide data from various data bases for reporting purposes, reviews, and training. Extensive knowledge of specialized principles and practices of health care administration to evaluate and advise management regarding the overall management of the specialty service's healthcare delivery system. Preferred Experience: Administrative Operations: Provide direct support to the Chief of Surgery and the Administrative Officer; Manage calendars, screen communications, and prepares complex memos, reports, and Power Point presentations. Timekeeping & Personnel Support: Serves as Primary or Backup Timekeeper using VATAS; functions as an ADPAC by managing computer access levels, deactivating accounts, and briefing staff on security protocols. Data Analysis & Reporting: Collects and analyzes data from systems like VSSC and Corporate Data Warehouse to track quality care measures, provider performance, and workload trends.
