The primary purpose of this position is to serve as the Deputy Chief of Staff to the 1 AF Commander. Directs the strategic integration of all multi-functional administrative and resource operations for the Component Numbered Air Force (C-NAF) enterprise, encompassing 21 geographically separated units. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes:(1) Works with operations that encompass multiple base installations and involve direct coordination with Combatant Commands (CCMDs) and Major Commands (MAJCOMs) across both CONUS and OCONUS environments. (2) Works with directing the strategic allocation and utilization of critical resources-including funding, manpower, civilian personnel, contractors, and infrastructure; and (3) Works with DoD Planning, Programming, Budgeting, and Execution (PPBE) process, including new and revised Federal legislation. OR EDUCATION: This job does not have an education qualification requirement or applicable education substitution for experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of a wide range of management concepts, methods, principles, practices, procedures, regulations, policies, processes, and Federal law. Expert knowledge of doctrine, missions, functions, goals, objectives, work processes, and sources of resources for 1 AF specific missions, programs, and organizations. 2. Expert knowledge of the resource management process as it directly impacts the 1 AF mission at 21 separate installations. Expert knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process, including new and revised Federal legislation. 3. Mastery of the depth and breadth of the C-NAF mission and ability to plan, organize, and direct C-NAF functions. Expert skill in developing, formulating, validating, defending, and analyzing programs and resource requirements. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources, while mentoring, motivating, and appraising the staff. Ability to exercise a high degree of rapid innovation and initiative and make independent and timely decisions for resolving program and resource challenges and sound policies and guidance. 5. Ability to deliver high level written and oral products, to justify, defend, present, advocate, and/or advise on processes, actions, directives, and decisions impacting the 1 AF C-NAF mission. 6. Ability to effectively deal with peers and superiors at Wing, Center, MAJCOM, Air Staff, CCMD and OSW levels, O-6 and above. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
