As an EQUAL EMPLOYMENT SPECIALIST, you will review and analyze individual and class action discrimination complaints, write and prepare final agency decisions on discrimination complaints, including recommendations for appropriate resolution, and provide technical advice and consultation to Treasury officials on discrimination complaint matters. SPECIALIZED EXPERIENCE: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: -Experience applying Equal Employment Opportunity (EEO) law and regulations; AND -Experience utilizing Equal Employment Opportunity Commission (EEOC) requirements as set forth in EEOC Management Directive 110, EEOC regulations, and other Federal Civil Rights laws for developing an impartial and appropriate factual record (Investigative File) with respect to EEO complaints; AND -Experience analyzing pre-complaint records and properly determining whether a claim of discrimination should be accepted or dismissed; AND -Experience drafting final agency decisions and orders that are clear, concise, persuasive and legally sound, and which set forth the facts of the matter and interpret and apply applicable laws and regulations and legal precedent. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
