An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the substantive programs of the Medical Center as they relate to the clerical and administrative support functions of clinical services and programs to perform independently assembling of information to be used for reports or responses to inquiries, composing correspondence not requiring technical knowledge, and to independently note and follow up on action items made in meetings by staff members; Knowledge of the duties, priorities, commitments, and program goals of the Chief of Staff's (COS) office in order to advise administrative support staff on preparing correspondence, identifying requirements of various reports, and interpreting new instructions and procedures; Familiarity with the duties and responsibilities of the credentialing and privileging requirements, proficiency evaluation process, Professional Standards Board (PSS) and Peer Review obligations in order to provide guidance to service chiefs, administrative officers and program support personnel in the administrative duties to fulfill these processes; Familiarity with outside accrediting agencies in order to assist in the preparation of reports for Joint Commission, Office of Inspector General, and other accrediting and review bodies. Knowledge of the organization, policies and procedures and the COS's membership on facility, VISN and National councils and committees in order to prepare minutes, schedule meetings, and prepare background information; Knowledge of grammar, spelling, punctuation, medical and administrative terminology, and required formats in order to respond personally to telephone calls, refer inquiries to the appropriate resource person, and gather background information. Skill in operation and knowledge of the computer system and office software to include PowerPoint, Excel, Word, Outlook and others. A fully qualified typist is required. Skill in transcribing taped dictation. Skill in the operation of a variety of office equipment in order to perform administrative and clerical day-to-day activities. Knowledge of regular and recurring application of pay and leave laws, rules, regulations and agency policy regarding entitlements to overtime, differential, hazardous duty, holiday and special rates, and premium pay in order to perform timekeeping duties.
