The primary purpose of this position is to serve as the Financial Management Administration Specialist in the Financial Operations Flight. Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions . EXPERIENCE: Applicants must have at least 1 year (52 weeks) of experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent pay systems, (may have been obtained in the federal service, military or public sector), which includes skill in projecting and analyzing the potential effects of budgetary actions on national economic, social and/or political objectives, ability to develop new methods and techniques of budgeting applicable to the forecasting of long range funding needs, knowledge of budgeting regulations and procedures for providing procedural guidance on budget administration, and skill in the analysis and resolution of complex problems. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of commonly used Financial Management AFI's, methods, practices, procedures, regulations, policies, and processes. Knowledge of Learning Management System (LMS) processing concepts and Air Force Instruction 65-117, Administration of the AF FM Certification Program, along with DoDI 1300.26 to accomplish component administrator duties. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. Ability to recognize and analyze problems, conduct research, analyze facts, draw conclusions, summarize results, and make appropriate recommendations, devise solutions or identify trends. Knowledge of organizational missions, functions, goals, objectives, work processes, and operations. Knowledge and skill in applying and adapting analytical and evaluative techniques to issues and studies concerning the efficiency and effectiveness of program operations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
