In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to...expert knowledge of a wide range of analytical and planning mechanisms to assess the efficiency of many complex programs (administrative, professional, and clinical); thorough knowledge of the following processes: acquisition management, medical law, contracting process; cost accounting and containment processes, fiscal rules and regulations; personnel management, Veterans eligibility processes; medical bylaws and health care ethics, quality assurance standards for acute and outpatient care, and Joint Commission regulation; ability to equitably assess the needs of each section, plan, organize, direct work, and negotiate effectively with applicable facility leadership; ability to develop and carry out the short term and long range goals of the Service; knowledge of and ability to apply management tools and techniques (e.g., flow charts, needs assessments, resource management, information systems and applications) in dealing with daily medical center operations; ability to facilitate teamwork, promote effective organization dynamics, and communicate effectively with subordinate staff members, upper management, etc.; skilled with excellent written and verbal communication; ability to focus on significant points requiring management's attention and to analyze various data to provide management information when indicated; knowledgeable and ability to plan, organize, and conduct meetings regarding multiple management issues with various levels of employees within and outside the VA system; ability to establish and maintain effective relationships with and gain the cooperation of supervisors, managers, and co-workers on complex or controversial issues; skill and ability to interact with others and to deal with difficult situations in a manner that reflects positively upon the VA; and the ability to present ideas, reports, and concepts in a clear and concise manner when communicating with individuals and groups...OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or3 full years of progressively higher-level graduate education leading to such a degree or LL.M. if related...OR, Combination: Applicants may also combine education and experience to qualify at this level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS-11 level.
