Be part of a team driving one of the most significant regulatory developments under the Deposit Takers Act. Advisor (Licensing & Authorisations) An exciting opportunity has arisen to join the Specialist Supervision, Licensing & Authorisations team as an Advisor. The Licensing & Authorisations Team was created during 2023 in response to the Reserve Bank's need to develop a new licensing framework under the Deposit Takers Act and to modernise the Bank's approach to licensing and other significant 'authorisations,' such as changes of control of licensed banks, non-bank deposit takers and insurers. The key responsibilities of the team are: Developing the licensing framework for the Deposit Takers Act for existing banks and NBDTs and for new firms wanting to become deposit-takers under the DTA. Managing responses to licensing enquiries from banks, NBDTs and insurers. Processing some new license applications and working with different teams who currently lead the assessment of other applications. Overseeing the 'restricted word regime' that covers the use of words such as 'bank' and 'insurer' that only licensed firms are permitted to use in their name Initial consideration and follow-up of potential infringements of the regulatory perimeter, including referrals to the team of insurance or banking activity appearing to be carried on by unlicensed firms. Te tūranga - The role In this role your key objectives will be to: Lead workstreams contributing to the implementation of new licensing and authorisations frameworks under the Deposit Takers Act and the Insurance (Prudential Supervision) Act to enable new license applications and applications from licensed firms for various authorisations to be submitted, assessed and a decision on the application to be made. Effectively collaborate with the members of the Licensing Team, the DTA Project Team and other teams involved in the DTA project to materially contribute to the successful implementation of DTA licensing. Take a leading role in managing the operational aspects of the restricted word regimes for banks, NBDTs and insurers, including preliminary assessments of potential unlicensed activity. Process new license applications, covering the initial enquiry stage through to a full assessment of an application. Work closely with a Senior Analyst whom you will mentor and support, both in their delivery of objectives and in their career development. Ō pūkenga - About you To be successful in this role you will have: Relevant experience in a supervisory authority and/or in a bank, insurer or other financial institution. An understanding prudential regulation applying to banks and/or insurers. A demonstrated ability to implement change based on analysis and creative thinking. A high standard of verbal and written communication A proven track record of strong collaboration and teamwork with internal and external stakeholders. Enthusiasm for the challenge of being at the forefront of new developments with the opportunity to have a significant input into the new licensing frameworks that will apply to deposit takers for the foreseeable future.
