About the role

This position is in the U.S. Department of Transportation, Office of the Assistant Secretary for Research and Technology, Highly Automated Systems Safety (HASS) Center of Excellence's (COE). The incumbent serves as an expert in one of the modal transportation fields and has extensive experience in the interactions of that area of expertise and emergence of highly automated systems. To meet the minimum qualifications for this position, you must meet the Individual Occupational Requirement (IOR) and the specialized experience requirements. Individual Occupational Requirement (IOR): Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled. In addition to meeting the IOR requirement for this position, to qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience identifying gaps and opportunities in technology, tools, information to review, assess, and validate the safety of highly automated systems across all modes of transportation. Experience in Aviation and Uncrewed Areial Systems. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Research - Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results. Strategic Thinking (*) - Formulates effective strategies consistent with the business and competitive strategy of the organization in a global economy. Examine policy issues and strategic planning with a long-term perspective. Determines objectives and sets priorities; anticipates potential threats or opportunities. Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Systems Integration - Knowledge of the principles, methods, and procedures for installing, integrating, and optimizing information systems components. Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
