To qualify for the Grade 13, you must have at least one year of specialized experience equal or equivalent to the GS-12, it must include: Experience providing expert-level policy analysis, guidance, and recommendations for the development and implementation of agency-wide maritime policies and procedures designed to promote shipboard safety, workforce accountability, and compliance with federal maritime regulations and standards. Experience leading high-level coordination, negotiations, and consensus-building efforts among senior industry executives, labor union representatives, military flag officers, and other key stakeholders to resolve complex and politically sensitive issues involving maritime workforce training, operational requirements, and regulatory compliance. Experience conducting comprehensive program evaluations using quantitative and qualitative analytical methods to identify systemic organizational issues, assess program effectiveness, and develop actionable recommendations impacting enterprise-wide resource management, performance metrics, and strategic decision-making. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Maritime Industry Expertise: Mastery of maritime workforce development, vessel management for commercial/sealift ships, and safety protocols. Consensus Building & Stakeholder Liaison: Skill in navigating competing interests between federal regulators, labor unions, and private industry stakeholders. Quality Systems & Analytics: Knowledge of process improvement, statistical control, and performance metrics to evaluate program effectiveness.
