The primary purpose of this position is to serve as the senior level specialist in a branch in the NGB providing enterprise-wide guidance, program quality control and standardization, nonprofessional technical guidance, staff assistance support, and centrally-developed program oversight for the Airman and Family Readiness, and Community Services. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: (1) Works with federal laws, executive orders, regulations: policies, directives, principles, and practices governing Services programs, and the common types of these in effect in state and local governments, carried out at the installation level and in local communities. (2) Works with business and recreational trends and market acceptability concerning factors such as design features, labor and material costs, availability and acceptability of sites, construction methods, esthetic and functional requirements, and supply-demand parameters to analyze and determine the feasibility of proposed projects and negotiate with management to accept and implement recommendations for extensive changes or improvements.; and (3) Works with appropriated and nonappropriated fund programming processes, practices, and procedures 10 justify and recommend budget submissions. EDUCATION: This job does not have an education qualification requirement or applicable education substitution for experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing Services programs, and the common types of these in effect in state and local governments, carried out at the installation level and in local communities. 2. Knowledge at an expert level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of Services programs and the resolution of problems. 3. Knowledge of policies, procedures, methods, and publicity techniques of business operations, including the development of contracts and community wide event planning within functional areas such as: hospitality, food and beverage, clubs, lodging, fitness facilities, outdoor recreation (e.g., golf courses), bowling centers, and community centers, to develop, revise, and advise on programs to meet goals and promote patronage within available resources. 4. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures across a major military command or comparable organization to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods. 5. Knowledge of appropriated and Non appropriated fund programming processes, practices, and procedures to justify and recommend budget submissions. 6. Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
