Demonstrating advanced skills in research development, use, and maintenance of various computer financial software applications and databases utilized to track obligations and expenditures. Understanding of Coast Guard's mission, programs, command structure and responsibilities and how they are aligned, influence and affect the goals of the assigned work location. Demonstrating effective written and verbal communication to management and peers, that clearly explains complex situations or scenarios, in presenting findings or well-considered/sound suggestions and recommendations in succinct format. OR three (3) full years of progressively higher level graduate education. OR Ph.D. or equivalent doctoral degree. A combination of education and experience may be used to meet the experience requirements.
