Employee Contract Type: Local - Fixed Term Employee (Fixed Term) Job Description: This position will support all DRR and humanitarian disaster preparedness and response activities in WVI Nepal's project districts. As an MEAL focal point for DRR and humanitarian disaster preparedness and response, the purpose of this position is to lead, establish, maintain, and harness the M&E systems (quality monitoring, output tracking, result monitoring, post-distribution monitoring, and evaluations); accountability system; and project information management system (beneficiary database management, document management including evidence, and sharing and dissemination of the information gathered through the MEAL system) in the WVI Nepal target locations. The role provides technical guidance and oversight to the partner NGO MEAL officers for the MEAL business actions related to these DRR and humanitarian disaster response activities. The position will be based in the National Office in Lalitpur (Bagmati Province). This is a one-year fixed-term position. JOB RESPONSIBILITIES Monitoring, Accountability, and Learning Support the development and implementation of quality monitoring systems (including quality standards and digital tools) to ensure effective and high-quality project delivery. Regularly review and analyze project progress data (using CommCare and PBI Dashboard) to identify gaps in information management systems, inform decision-making, and recommend corrective actions. Lead and/or participate in monitoring visits to communities, institutions, and stakeholders to verify outputs and ensure quality programming. Coordinate for and organize joint monitoring visits with stakeholders, including local government, to enhance program quality, strengthen results, and promote ownership. Plan and manage post-distribution monitoring (PDMs) following assistance to disaster-affected populations. Prepare and share PDM reports with project teams, support offices, and donors to inform improvement actions. Ensure monitoring findings are properly documented, communicated, and followed by agreed action plans, with consistent follow-up until issues are resolved. Lead the MEAL function with support of partner NGO-based MEAL officers for DRR and emergency response to ensure the requirements (rapid needs assessment, agreed beneficiary selection criteria, beneficiary verification, information provision, feedback mechanism, PDM, etc.) are met. Lead outcome monitoring in line with project timelines, including data collection, analysis, and documentation of evidence to report against project objectives and indicators of this specific funding from World Vision USA and other response/DRR projects. Establish and strengthen community accountability mechanisms, including information sharing, consultation, participation, and feedback systems for the DRR and humanitarian disaster preparedness and response activities. Ensure community feedback is systematically collected, managed, analyzed, and responded to in a timely and appropriate manner. Analyze feedback and monitoring data regularly to generate insights and provide recommendations for evidence-based decision-making. Capture, document, and promote learning from project implementation, and ensure that lessons learned are translated into actionable improvements. Organize and facilitate learning and reflection events at national and sub-national levels to promote knowledge sharing and continuous improvement. Information Management Establish, maintain, and regularly update an activity tracking system and indicator tracking table that aligned with the Detailed Implementation Plan (DIP), in close coordination with the Program Information Management focal point and project implementing team of WVI Nepal and partner NGO. Develop, update, and ensure accuracy of beneficiary registration and tracking systems for the project, ensuring proper documentation and traceability. Maintain and regularly update institutional and community group data within the tracking system to reflect status and progress. Lead initiatives to strengthen and digitize information tracking and management systems, ensuring robustness, efficiency, and data security. Collect, validate, and update secondary data in accordance with the M&E plan to support analysis, reporting, and decision-making. Compile and provide timely, accurate information and supporting evidence for reporting to District/Local Project Advisory Committees and the Central Project Advisory Committee.
