About the role

You will serve as a SUPERVISORY CONTRACT SPECIALIST in the Facilities Engineering and Acquisition Division (FEAD) of NAVFAC ENGINEERING CMD MID-ATLANTIC. You will lead a team of Contract Specialists and Procurement Technicians that are responsible for pre and post award contracting for facility support services and construction. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing pre-award functions for procurements involving complex contracts of highly specialized, extensive, new or innovative equipment systems, research, facilities construction and services of significant importance to the agency; 2) Providing guidance and interpretation to lower level employees on procurement regulations, policies, and procedures; 3) Negotiating changes in prices, terms and conditions; 4) Reviewing and preparing price negotiation memoranda and business clearance memoranda; 5) Ensuring all actions are in accordance with all applicable policies, procedures, and regulations.
