About the role
As a Human Resources Specialist (Recruitment and Placement), you will provide the full range of employment advisory and operational services to enhance and facilitate the functions of the field organizations. The position provides operating personnel support to the Marketing & Regulatory Programs: Animal Plant Health Inspection Service and Agricultural Marketing Service. This position reports to the Minneapolis office five days a week. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Analyzing recruitment policies, trends, and data in order to advise appropriate recruitment methods and maintain time to hire goals. Conduct applicant ratings and perform quality assurance for appropriate ranking, use of selective placement factors, and issuing certificates or applicant referral lists for vacant positions, including higher graded and professional & scientific series. Serving as a strategic human resources consultant providing a full range of innovative and authoritative employment consultation, advisory and operational services to Agency hiring managers, administrative professionals, and employees. Interpreting and applying Federal human resources laws, regulations, and policies pertaining to recruitment and placement activities including: Merit Promotion Plans; Delegated Examining procedures; hiring authorities; Federal pay administration; reduction-in-force and directed reassignment activity; and personnel action approval. Advising and developing job analyses and applicant assessments to ensure the referral and selection of the best-qualified candidates. Test HR systems and create SOPs to improve upon the efficient use for an array of staffing functions. Trains and reviews the work of lower graded employees. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
