Mechanical Integrity & Reliability Manager The purpose of this job is to provide direction, leadership, and supervision for inspections and reliability discipline engineering in order to deliver asset integrity, unit availability and reliability. Principle Responsibilities: Provide leadership for the Toledo Refinery team at all levels toward industry best practices in mechanical integrity and reliability. Provide leadership and advice to all levels of refinery management in regard to equipment inspection priorities, best practices, and deficiency repair priorities. Provide site leadership in the interpretation of fixed equipment mechanical integrity codes, standards, regulations, etc. Ensure the mechanical integrity of the refinery including piping, pressure vessels, tanks, boilers, fired heaters, and relief devices. Ensure refinery compliance with Federal, State, and local laws and codes as they apply to mechanical integrity, such as NBIC, Ohio State Pressure Vessel Code, and API codes and recommended practices. Oversee inspection planning and risk-based inspection (RBI) programs. Ensure documentation and records are audit-ready. Provide support and guidance on asset integrity issues. Have full understanding of asset integrity including the application of appropriate policies, and how and if deviations / deferrals of policies can be managed. Manage the planning, implementation and coordination of Asset Integrity Management Systems, Corrosion Management & annual inspection programs of assets. Identify reliability improvement opportunities via failure analysis, root cause analysis, and equipment history review; implement initiatives to ensure continual improvement of equipment integrity and a relentless pursuit of reliability. Provide coaching and supervision to the Inspection Superintendent and Reliability Manager. Participates in the development of refinery management philosophy as a key member of the Refinery Leadership Team (RLT) and supports/implements management policies and practices. Ensure technically sound repair methods are followed, including QA/QC requirements. Conduct audits, incident investigations, and detailed inspections to manage risk, while creating value for the business. Provide leadership and oversight of the predictive and preventative maintenance and inspection tasks for the refinery. Assist in the training and development of engineers, supervisors, craft, and operators who directly administer preventative maintenance and operations driven reliability programs. Develop reliability strategies for critical assets and guide implementation of strategies including changes to predictive maintenance technologies, vibration monitoring, infrared thermography, oil analysis, ultrasound. Play a lead role in updating company compliance standards and best practice documents. Ensure quality Root Cause Failure Analysis (RCFA) investigations done for major failures and appropriate levels of investigations for smaller failures. Work closely with project engineering on new projects to ensure reliable, efficient, cost-effective equipment is purchased and installed. Work closely with Turnaround and Maintenance Planning to develop inspection and overhaul scopes for turnarounds and maintenance outages. Interpret data from piping & instrument diagrams, process flow diagrams, plot plans, piping isometrics, mechanical design information. Responsible for the creation and update of the yearly and 5-year reliability and integrity plan/budget. Manage the budget and personnel associated with any Special Emphasis Programs related to Mechanical Integrity. Oversee the reliability performance and corrective action tracking and reporting. Share lessons learned across the organization and company. Job Qualifications: Degree in Engineering or equivalent technical work experience. 15+ years in Refining or Petrochemical required. Prior supervisory experience required. Familiarity with industry process safety and environment regulations, work practices, and compliance strategies as well as knowledge of basic refinery processes, reliability principles, refining economics and basic budgeting and scheduling. This position should be familiar with fitness for service analysis, must be knowledgeable of NDE inspection techniques, and provide timely direction and coaching to maintenance and operation to acceptable repair techniques of stationary equipment. Must have developed proficiency in the interpretation and application of jurisdictional regulation and industry construction/inspection codes and standards such as ASME/NBIC, API, ASTM, ANSI, and TEMA. Must have working knowledge in Mechanical Integrity and Risk Based Inspections methodologies.
