The New York City Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting, and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal and wastewater utility in the country, with nearly 6,000 employees. We deliver 1.1 billion gallons of high-quality drinking water per day to 8.5 million New York City residents and more than 1 million people in Upstate New York, and we collect and treat an average of 1.3 billion gallons of wastewater per day. The Bureau of Water and Sewer Operations is responsible for the operation, maintenance and protection of the City's drinking water and wastewater collection (sewer) systems, the protection of adjacent waterways, and the development and protection of the Department's Capital Water and Sewer Design Program. The Department is seeking motivational engineers to address the significant increase in Affordable Housing and Accessory Dwelling Unit (ADU) applications driven by the City of Yes zoning reforms and to comply with Mayoral Executive Order No. 5, SPEED initiative (Executive Order 05 - NYC Mayor's Office) which directs agencies to streamline processes that accelerate housing production. These regulatory and policy changes are expected to substantially increase the volume of Water & Sewer Connection, Backflow Preventer Installation, Plan and Permit reviews, Inspections, and Approvals. Mayor Mamdani set a goal of constructing "200,000 new affordable units in the next decade. The Bureau of Water & Sewer Operations (BWSO) seeks to hire Four Assistant Civil Engineers for Site Connection Unit within the Division of Engineering, Connections and Permitting. The typical task and responsibilities of this unit is to perform full review of Site and House Connection Proposals for sewer connections to City sewers and issue certification for sewer connections for commercial and residential properties within the five boroughs of New York City. As part of the Site Connection Unit, selected candidates will have the opportunity to influence the design phase of projects by analyzing hydraulic components of projects. Site analysis is also a key component, utilizing skills of reading of architectural, mechanical and plumbing drawings. Candidate will review and approve site connection and house connections proposal applications for the five boroughs to ensure the sewer connections are designed in conformation with DEP current standards and Rules & Regulations. Overall purpose of this position is to enrich the environment and protect public health by providing and managing wastewater and stormwater and to enforce The Rule of the City of New York, Title 15, Chapter 31: Rule Governing House / Site Connections to the Sewer System. Candidates will coordinate with Professional Engineers and the developers to resolve engineering issues and to meet the goals by following DEP rules and regulations. Under supervision, the selected candidate will perform engineering work of moderate to complex difficulty including but not be limited to the following: - Review site and house connection proposal submitted by Professional Engineers and Registered Architects. - Review and perform hydraulic calculations to determine the size of sewer connection to City sewer and to evaluate the proposed sewer release rate to sewer to conform Unified Storm Water Rule and zoning requirements. - Review Survey and other supportive documents to comply with the Department's Rules, Regulations, Standards and Specifications. - Research and review sewer records and drainage plan for accuracy of the site connection proposal review prior to certifications. - Research the site area with the use of city tools like zoning maps, tax maps, ArcGIS. - Utilize water resource principles to determine maximum sewer pipe capacity, allowable flow rate and alternatives of site development to retain/detain storm on site or to release storm flow from a site at a flow rate acceptable to DEP. - Meet with the professional engineers to discuss and determine the best solution for their project's needs given any stringent circumstances for approval in accordance with the Bureau of Water & Sewer Operations requirements. - Review and approve moderate to complex permit applications for new sewer connections for residential and commercial properties. Review and approve moderate to complex repair, relay and plug permit applications associated with sewer connections. Appointments are subject to OMB approval.
