Serve as the functional EHS leader for PDO Taiwan , accountable for EHS performance across all project sites.
Ensure full alignment with Air Products Global EHS policies , Asia EHS requirements, APSF Taiwan EHS requirements, local regulations, and internal management systems.
Provide visible, credible EHS leadership to PDO Taiwan project teams and contractor organizations.
Act as a key EHS advisor to the GM PDO Taiwan and PDO Taiwan Leadership Team.
Project & Construction EHS
Lead EHS planning and implementation across all phases of project execution, including early site mobilization, construction, commissioning, and handover.
Partner with Project Managers and Construction Managers to integrate EHS requirements into execution strategies, schedules, and contractor scopes.
Participate in hazard identification, constructability reviews, JSA development, permit‑to‑work systems, and high‑risk activity planning.
Provide on‑site leadership presence for all projects and high‑risk construction activities.
Contractor & Construction Safety Management
Define and enforce contractor EHS qualification, onboarding, and performance management requirements.
Monitor contractor EHS performance through audits, inspections, KPI reviews, and corrective action tracking.
Lead or support investigations of EHS incidents, near misses, and unsafe conditions; ensure effective root‑cause analysis and preventive actions.
Exercise Safety Stand Down authority when necessary to address unsafe conditions or behaviors.
Regulatory Compliance & External Interface
Ensure compliance with Taiwan EHS laws, permits, and construction safety regulations .
Act as the primary PDO Taiwan EHS interface with: Regulatory authorities
Customers (e.g., TSMC and other high‑tech customers)
External auditors and inspectors
Support and coordinate internal and external EHS audits, including ISO 45001 and ISO 14001 compliance.
Interaction with APSF & Cross‑Functional Teams
The role works closely with APSF Functions to ensure consistent and effective EHS integration across project execution.
Performance Management & Continuous Improvement
Define, track, and report EHS KPIs, including injury rates, near‑miss reporting, leading indicators, and corrective action effectiveness.
Analyze trends and lead EHS improvement initiatives across PDO Taiwan project portfolio.
Prepare EHS performance updates for PDO Taiwan leadership, APSF stakeholders, and Asia EHS.
Training & Capability Development
Define and oversee EHS training requirements for employees and contractors, including site‑specific, role‑based, and regulatory training.
Coach and develop local EHS staff and site resources to build sustainable internal capability.
Promote strong safety culture through engagement, leadership coaching, and continuous learning.

Qualifications & Experience
Required
Bachelor's degree or above in Engineering, Safety, Environmental Science, or related discipline.
Minimum 12-15 years of EHS experience , with significant exposure to construction or major capital projects .
Strong working knowledge of Taiwan EHS regulations and construction safety requirements.
Proven experience managing contractor EHS performance in complex, multi‑site environments.
Demonstrated ability to influence senior leaders, project teams, and external stakeholders.
Fluent in English and Chinese (spoken and written).
Preferred
Experience in industrial gas, semiconductor, chemical, or high‑tech manufacturing projects.
Experience working in a matrix or global organization .
Professional EHS certifications (e.g., CSP, NEBOSH, ISO Lead Auditor).
