About the role

The Policy & Capabilities (PC) Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. PC is comprised of the Strategic Capabilities Office (SCO) and Policy Strategy and Accountability (PSA) Office. EXECUTIVE CORE QUALIFICATIONS (ECQs) To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs) and the Intelligence Community Senior Officer Core Qualification (ICSOCQ) listed below in your resume. ECQ 1: Commitment to the Rule of Law and Principles of the American Founding This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. ISCOCQ: Leading the Intelligence Enterprise This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the intelligence enterprise and a shared commitment to the IC's core values. Note: If you are a member of the SES or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualification Review Board (QRB)) or your eligibility for noncompetitive appointment to the SES. Expert understanding of advanced compute systems, including AI infrastructure, semiconductor ecosystems, HPC, cloud-scale infrastructure, and edge compute. Superior experience leading large-scale technical or infrastructure initiatives involving government and industry. Superior understanding of the geopolitical implications of advanced compute, semiconductor supply chains, and sovereign AI infrastructure. Superior experience engaging with semiconductor manufacturers, hyperscalers, cloud providers, and advanced technology ecosystems. Superior leadership, communication, and consensus-building skills. Experience working within or alongside the Intelligence Community, Department of Defense, or broader national security ecosystem. Superior ability to lead high-performing technical and operational organizations. Experience driving strategic change across government, industry, and national security stakeholders. Desired Requirements: Superior experience building or operating advanced AI/HPC compute infrastructure at scale. Superior experience in semiconductor manufacturing, secure foundry ecosystems, or advanced packaging technologies. Familiarity with sovereign AI/HPC infrastructure strategies, export controls, and technology competition dynamics.
