About the role
The Policy & Capabilities (PC) Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. PC is comprised of the Strategic Capabilities Office (SCO) and Policy Strategy and Accountability (PSA) Office. Inherent to this senior officer qualification is a deep understanding of the intelligence enterprise and a shared commitment to the IC's core values. Note: If you are a member of the SES or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualification Review Board (QRB)) or your eligibility for noncompetitive appointment to the SES. Expert understanding of advanced compute systems, including AI infrastructure, semiconductor ecosystems, HPC, cloud-scale infrastructure, and edge compute. Superior experience leading large-scale technical or infrastructure initiatives involving government and industry. Superior understanding of the geopolitical implications of advanced compute, semiconductor supply chains, and sovereign AI infrastructure. Superior experience engaging with semiconductor manufacturers, hyperscalers, cloud providers, and advanced technology ecosystems. Superior leadership, communication, and consensus-building skills. Experience working within or alongside the Intelligence Community, Department of Defense, or broader national security ecosystem. Superior ability to lead high-performing technical and operational organizations. Experience driving strategic change across government, industry, and national security stakeholders. Desired Requirements: Superior experience building or operating advanced AI/HPC compute infrastructure at scale.
