This position is located in the VBA St Louis Regional Office, The incumbent serves as a Management Analyst in the Support Services Division (SSD) of the VA Regional Office. The position provides program, administrative, technical, analytical, and management support to the Chief and Assistant Chief, as well as other staff members. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Most recent SF-50 is required for current Federal employees. An SF-50 showing your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade Award and general adjustment SF-50's do not provide sufficient information and will not be accepted for the purpose of verifying time-in-grade. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level: Specialized Experience GS-11 level: One year of Specialized experience equivalent to the GS-9 level. Specialized experience includes advanced qualitative and quantitative techniques for analyzing, evaluating, and measuring the effectiveness and efficiency of organizational operations. Specialized experience also includes skills in applying communication techniques sufficient to present plans and proposals convincingly. Such experience may have been gained by performing the following duties: composing complex correspondence or other written work to be presented to high level management, external agencies, or their representatives; collecting and researching data for studies or evaluations of programs/operations and making recommendations to management based on findings; using computer systems or applications to process or analyze data and compiling evaluative reports; and researching laws, regulations, guidelines, and approved procedures to provide findings. OR Education Substitution: Applicants may substitute education for the experience required to qualify at the GS-11 grade level. Note: coursework must have equipped you with the competencies described in the "How You Will Be Evaluated" section of the announcement. Ph.D or equivalent doctoral degree; or Three full years of progressively higher-level graduate education leading to such a degree; or LL.M, if related to the duties of this position. OR Combination of Education and Experience: Applicants may combine education and experience to qualify at the GS-11 level. For example, if you do not fully meet the length of experience and education described for a specific grade level (e.g., have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement.
